We envision a region that provides high quality municipal services at an affordable cost while ensuring the economic, environmental, and social health of our communities.

1. Develop and implement municipal policies that allow KEYS citizens with lower incomes (below 80% of median income) and those in high-risk situations (water resource & air degradation, distant from public safety facilities, single parent households, etc.), to live and work here.
2. Seek economies via joint town purchasing within KEYS region or at SMRPC level.
3. Increase appropriate collaboration/cooperation among the KEYS towns and the surrounding area (county, etc.)
4. Improve regional interoperability of all communications methods for public safety. (current technology in all towns)

• Utilize KEYSeNews listserv for sharing municipal information (including policies, ordinances, and special educational sessions)
• Conduct a survey to find out what leaders and voters think about bigger is better, paying more to keep what we have, lower unit costs from economy of scale, etc.
• Conduct a feasibility study to determine what public safety issues could be addressed regionally (i.e., area sub-stations for police and fire protection, communications/dispatching, etc.)
• Conduct a feasibility study regarding development of a regional recreational complex (indoor & outdoor swimming pools, tennis courts, recreational fields, bicycle and walking paths, fitness center, etc.)
• A white paper is written showing the cost savings and pros and cons of providing a specific municipal service at the regional level instead of by individual municipalities (i.e. licensing, assessment, code enforcement, one planning board with 2 members from each town, etc.).
• Meetings among gov’ts to increase cooperation & more info to public.
