á
Density vs. large lot and associated costs
á
Work force housing
á
Priority 1: eliminate de facto dual government.
One--promising to reduce taxes; second increasing real estate prices (mainly
land) at 20% per year and the real estate taxes at 20% per two years. This
forces about 30% of seniors out of their houses. These houses will be
bought by mature families with children.
á
To keep our communities diversified and affordable
á
Zoning changes that facilitate more density where it already
exists in our towns
á
Very important so we can maintain diversity and keep necessary
community service workers close to their jobs
á
More coordination of efforts, especially for the mentally ill
á
Develop multi-community diversity owned and reliable housing
á
Affordable energy-efficient housing, affordable land for
housing, section 8 vouchers-including using them for purchasing homes, not just
rent
á
It appears to me that codes are written to highly discourage
builders/developers to build anything less than $500,000 homes. We will
encourage all service workers and wage earners to leave our area. They will
have no other choice.
á
Taking care of these new children puts both town and state in
red. This is an economic nonsense that must be stopped.
á
Add summer worker housing; create housing for homeless, persons
in need of emergency housing and transitional housing
á
Needs to be additional focus on asset building, moving more
lower income people into home ownership
á
Develop and insert growth plan
á
ThereÕs no entry level housing Ð this Must happen
á
Creative approach to affordable housing
á
Well stated. Housing for diversity
á
Affordable housing in all communities with room for growth as
population changes/shifts
á
Increase complexity and diversity in housing
á
Affordable, safe housing
á
Taxes are driving out the elderly, young
á
Areas
of high density housing in villages Ð maintaining rural areas and farmland Ð
close border to outsiders
á
Section
8 vouchers out of reach! Support for individuals and agencies to create additional
housing for low income (and even more targeted as necessary i.e. transitional,
mental health, substance abuse, single mothers, etc.) individuals and families
OFBD Forum 9/29/06 Housing Table Notes
Citizen input as written on the tablecloth during cafŽ style conversations, in response to this vision/goals statement:
Housing
Vision: We envision a regional community that maintains an
adequate variety of housing, so that all citizens can afford to live and
work within our towns.
Goals to move us toward that vision:
a. The KEYS region will embrace a diverse housing stock as necessary to maintaining a healthy economy and will work to achieve an adequate inventory of quality housing for working families and seniors of modest means.
b. KEYS region communities will work to ensure that local regulations, including growth control measures, do not create barriers to the creation of workforce housing.
c. KEYS region communities will plan for adequate transportation, water and wastewater infrastructure in order to accommodate housing.
d. KEYS regions communities will actively seek alternative funding sources for the creation of workforce housing.
e. KEYS region communities will balance conservation with the need for workforce housing, perhaps through the creation of a community land trust. (Note: community land trusts hold the land and then develop housing on it (rental or homeownership). Buyers lease the land under the house but own the home outright. By keeping the land under the control of the CLT, they have the ability to set policies re: the income ranges and sales prices, which supports the goal of permanent affordability.)
Table Notes (lines separate clusters of notes):
á Recommendation: Workforce housing coalition and Mt. A to Sea co-sponsor workshop on Community Land Trusts (CLTs)
á Three land trusts would be great co-sponsor
á Cape Cod example at workshop
á Lincoln, MA example Ð pop. 6,000
á More workforce housing via CLTÕs?
á Why senior housing and not work force housing?
á Community land trust in NH, NHCF goal Ð ownership of land by trailer park residents
á Employment, Housing, Land Ð Env.
á New tools committee Ð talk to Roger Cole
á Limited Development
á conservation acres coupled with housing acres elsewhere like wetlands TDR
á Do regionally, rather than town by town
á Info on housing resources at KEYS website
á 211 coming when?
á Accessibility for artists
á HUD grant Ð housing for those with HIV/AIDS
á zoning & GMO (Growth Management Ordinances) in a ÒZero Sum GameÓ
á GMO by definition creates scarcity
á first the infrastructure, then the housing
á from where?
á land taken out of pool -- $ increase therefore less low rate housing
á Ownership of land by trailer owners - NHCF project
á drawing Ð goal dense housing, open land
á Concerned about artists being financially forced out of communities. They need live-work space with zoning provisions for that combo.
á Without proper infrastructure of roads, water, etc., will be difficult to attract people and biz
á Key to work on local regulation to use existing homes to increase workforce housing
á Comm. land trust a good idea Ð any of 4 KEYS have one in place?
á Better TOGETHER
á Change ordinances
á Community LT Ð Mt. A to Sea Ð scientific
á 1/2 day education workshop on CLT
á WFH concept good on Cape Ð created funding there
á Funding Ð not seek elsewhere, use local $$
á diverse housing
á non-descrimination
á work with planning councils? (regional)
